Health, Safety, Environment & Quality (HSEQ)
At Spooltech, our Health, Safety, Environment, and Quality (HSEQ) program is built to meet the highest standards in industrial fabrication, ensuring every project is executed safely, efficiently, and in full compliance with industry regulations.
Serving the oil and gas, energy, and industrial sectors, we maintain strict adherence to recognized standards including ASME, DNV, and ISO requirements. From pipe spool fabrication to pressure vessels and complex skid systems, our team follows detailed procedures that prioritize worker safety, environmental responsibility, and uncompromising quality control. Our safety culture is proactive—focused on hazard prevention, continuous training, and accountability at every level of operation.
Environmental stewardship is integrated into our processes, minimizing waste and ensuring responsible material handling throughout each phase of fabrication.
Quality is embedded from project kickoff to final inspection. Through rigorous testing, documentation, and non-destructive examination (NDE), we ensure all deliverables meet or exceed client specifications and industry expectations.
At Spooltech, HSEQ is not a requirement—it is a commitment to delivering reliable, compliant, and high-performance fabrication solutions for every client we serve.
“Our HSEQ standards are designed to meet the strict requirements of oil and gas operators, EPC contractors, and industrial clients across Texas and beyond.”
Certifications & Standards
Offshore Containers Standard. This standard (ST) applies for transport related requirements for offshore containers with respect to design, manufacture, testing, certification, marking and periodic inspection.
Offshore Service Modules Standard. The objective of this standard (ST) for certification is to set requirements for offshore service modules focussed on the safety impact to the offshore installation upon which the equipment is installed.
Portable Offshore Units Standard. This standard (ST) covers suitable requirements to portable offshore units (POUs) with respect to design, manufacturing, testing and certification.
Fabrication and Testing of Offshore Structures Standard. The standard has been written for general world-wide applications. Governmental regulations may include requirements in excess of the provisions by this standard depending on the size, type, location and intended service of an offshore unit.
API Specification 4F, 5th Edition, Drilling and Well Servicing Structures has been updated to incorporate the latest edition of the American Institute of Steel Construction's (AISC) code update for Allowable Strength Design to make sure components are manufactured to the highest standard, with safety, reliability, and sustainability at the forefront.
Drilling and Production Hoisting Equipment (PSL 1 and PSL 2). This Standard provides requirements for the design, manufacture and testing of hoisting equipment suitable for use in drilling and production operations.
API Spec Q1 Definition. API Spec Q1 is a company level certification based on the standard developed and published by the American Petroleum Institute (API) titled "Specification for Quality Management System Requirements for Manufacturing Organizations for the Petroleum and Natural Gas Industry".
ISO 9001 sets out the criteria for a quality management system and is the only standard in the family that can be certified to (although this is not a requirement). It can be used by any organization, large or small, regardless of its field of activity.
ABS (American Bureau of Shipping) provides classification, technical, and regulatory services for the marine industry. ABS develops safety rules, guides, standards and other criteria for the design, construction, and survey of marine vessels and structures including all materials, equipment and machinery.
AISC Certification Programs set the quality standard for the structural steel industry and are the most recognized national quality certification program for the industry.
ASNT provides a forum for the exchange of NDT technical information; the development of NDT (Nondestructive Testing) educational materials and programs; and the development of standards and services for the qualification and certification of NDT personnel.
ASME Y14.5-2018 Dimensioning and Tolerancing. This Standard establishes symbols, rules, definitions, requirements, defaults, and recommended practices for stating and interpreting dimensioning, tolerancing, and related requirements for use on engineering drawings, models defined in digital data files, and related documents.
AWS Structural Welding Code Certification is to meet the requirements for design, procedures, qualifications, fabrication, inspection and repair of steel structures made of tubes, plate and structural shapes.
The NORSOK Standards, established by the Norwegian petroleum industry to ensure cost-effective, service appropriate material selection capable of meeting or surpassing stringent international safety and performance metrics.
A world-leading classification society, Bureau Veritas helps you reduce risk, comply with regulations and improve ship performance. We work with the industry to support innovation via new Rules and tools.
Lloyd's Register Group Limited (LR) is a technical and business services organization and a maritime classification society, wholly owned by the Lloyd’s Register Foundation, a UK charity dedicated to research and education in science and engineering.
Certified to meet European welding standards relating to structural fabrication, pressure vessels, railway vehicles, company certifications and more.
Certified for procedures to meet the fabrication and inspection criteria required for cold weather services.
Adhering to material selection, weld procedures and specifications, and integrity specialists to meet the fabrication and inspection criteria required for arctic structures.
Quality Assurance
Spooltech maintains the highest level of quality assurance through a comprehensive HSEQ program backed by globally recognized certifications, including DNV, ABS, AWS, API, and ISO 9001:2015.
Our team follows strict quality control procedures throughout every phase of fabrication to ensure each product meets or exceeds project specifications and industry standards. From initial material sourcing to final delivery, we maintain full traceability and documentation for complete transparency and compliance.
As a Spooltech customer, you receive complete quality assurance documentation with every project—ensuring compliance, reliability, and confidence from fabrication through final installation.
In-house quality control and quality assurance personnel develop detailed Quality Control Data Books for every project. These include:
- Material Test Reports (MTRs) for full material traceability
- Approved weld procedures (WPS/PQR)
- Welder qualifications and certifications
- Engineering drawings and project specifications
- Inspection and testing documentation
Each product undergoes rigorous inspection and testing prior to delivery. Third-party verification, including DNV-certified load testing, is performed when required, along with pull testing to meet RFQ and client-specific requirements.
Load Testing
Spooltech performs rigorous load and pull testing on all steel welded spools, skids, and heavy equipment to ensure every product meets or exceeds the highest industry quality and safety standards.
Our in-house load testing capabilities allow us to test a wide range of fabricated structures with precision and efficiency. The HSEQ team supports comprehensive testing requirements, including 2-point, 4-point, and drop testing, tailored to meet project specifications and RFQ requirements.
Using calibrated telemetric equipment and certified load weights, Spooltech delivers accurate, reliable testing results while maintaining fast turnaround times. This in-house flexibility ensures our customers receive fully verified, compliant products ready for safe deployment in demanding industrial and oil & gas environments.
